1.5 go staring probs

Ok guys got this 1.5 gl it's sat for 4 years in barn
I've put new battery on and tried to fire it! Not a chance sprayed some easy start down carb gave a little cough but nothing
So wat checks shud I do I take it the petrol tank with old fuel would need emptied?? Or could fuel pump be at fault? Sorry for my ignorance first timer I'm an aircooled man at heart

SO GOT FUEL GOING TO CARB BUT ITS WANTING TO START BUT TO NO AVAIL??DIZZY??
