There is a how to on vw caddy.com but you will need to sign up to see it.
Most forums seem to be of the answer, don't it only leaves you with an inch or two suspension travel, another option seems to be remove the middle leaf, but that sounds more dodgy to me. It is a popular mod though so it can't be that bad

THANKS FOR THE REPLY, IM NOT SO FUSSED ABOUT TRAVEL AS I WILL NEVER BE CARRYING ANY WEIGHT ABOUT.
AS FAR AS REMOVING THE MIDDLE SPRING I ONLY HAVE THE TWO
MAYBE SOME ONE HAS ALREADYT STARTED TO LOWER THE REAR BEFORE I GOT AROUND TO OWNING IT?

to flip the caddy axle you either cut off the spring mounting saddles from the axle or buy some more. they are then welded on to the bottom of the axle,
then there is a hole that gets drilled in the axle for the spring locating pin. you need to allow for the axle moving forward so is mounted further back.
the axle then gets mounted on top of the leaf springs instead of underneath using new u bolts
it can then be lowered more by adding spacer blocks between the axle and springs, and can be raised by using longer spring hangers
shorter shock absorbers are needed and most people use beetle ones with a sleeved bolt also bumpstops can be cut down to give more travel
if you have a brake regulator attached the arm needs to be cut off the axle and remounted in the correct place
