Seat belt warning light and Dash Indicator LED Operation / Fault Finding

Two questions here…….

1) Green LED : What's the operation of the green LED in the dash for the indicators, i assume its supposed to come on when indicators and hazards are on? Looks like the LED is ok because when i switch the hazards off i get a brief pulse and it glows green then its gone. But when you turn indicator on or hazards on the green LED does not work while they are on. Any ideas?

2) Seat belt warning light. Mine comes on when i turn the ignition on and then after a short period of time it goes out. Is this normal? Just trying to figure out if i have a problem or its working correctly? Seems like the time duration is pretty regular which made me think its normal? Also my Chime isnt working? I have several spare relays but does the same thing with all. So either all are bad or its not working correctly? Any ideas? 

1. Check your fuse number 19.
2. That is normal, there is a few seconds delay after turning on ignition to lamp going out.

On item 2) how is it supposed to work with the seatbelt switch then? My seatbelt switch connector next to the e-brake is not connected to the seatbelt. (Connector is open contact) right now. Was planning on jumping that to test functionality etc. However, with it being open and nothing connected Should the light not stay on? And then go out after I jump the contacts? Also there is no chime? Is that for the doors open only or part of the seatbelt warning also?

Relay 3 was intermittent but making a chime for a while then stopped. Now I can't get a single sqweek out of it.
