Your all barking up the wrong tree.

The car was just a normal purchase for a Diplomat to drive around in their private time.
They paid for it.
Owned by them and not the government they represent.

So there are two key points here but one should be easy to find but the second maybe not!

I do work there sometimes but that's not the point. 

This car technically was owned by a private person. 

Tomorrow at some point I'll drop a big hint and remember there are two things I'm looking for!
