nah i keep the 2 belts on the side i took them off, it is like the reels have done up so much that a safety catch inside or something

quite simply it sounds like the inertia part has activated and wont release unless you just leave them, inertia belts often do this even when bolted in a car! you be best to bolt the top in and leave it hanging untill you can un reel the rest, sometimes you can fiddle with them and they unravel but the more movement the tighter the inertia part seems to grip!
shall i prop them up with something or let them hang?

From what I can work out this is not part of the inertia mechanism as with it removed the belt still locked up when pulled quickly and it only activated when the belt is tilted from side to side a lot. May be an extra mechanism in event of a roll over or just to stop belts being re-used?

From memory you need to tilt from side to side (left to right). I've had a couple of locked up belts apart in the past. There's a little ball bearing inside that sits in little cradle with a lever, if the seatbelt is at the wrong angle the ball bearing knocks the lever to lock the belt.
