If the headlights are on, then yes your highs will come on when you flash or click the handle.
Yes to the second there is a buzzer relay that you can add to the circuit. The how-to-do-that is in the archive section how-to's

Regarding the other subject…Just to add info, bought the relay but its only working (making noise) if the lights are on (OK), ignition OFF (OK) and windscreen wipers are ON (WTH!?
