Possibly the hardest part I've ever had to remove and the most sadistic design I've ever come across

Use a spring hook or dental pick to hold the pin in place, at the rear fold. Use a flat blade to undo the closed part of the hook in place off the steel pin and now the spring hook can pull the lower keeper out.
You can practice this technique on the parking brake keeper clip if it isn't.
Very similar.
Only reason it's hard is that it is up under the dash….and you can't get to it easily.
Remember it was installed originally when the dash wasn't as part of the assembly.

Been there done that one when I replaced a MC and broke the booster pin out of their finger catches because I put the mc on incorrectly. I had to remove the booster off to get it out to repair the thing.
Not as had as removing a power steering rack off the car with the engine/tranny/down pipe installed, that is
the worst thing I can remember removing.. as the hose nuts are on the back side and you can't get to them until you get the brackets loose, then the drip drip drip of the fluid…. (as an after thought if I had removed the inner tie-rods off, it would of been a tad bit easier, but on jack stands working upside down… I cursed a few blue streaks on that one.
