Front shoulder belts can be restricted by the position of the cover plate on the rear quarter of the Cabriolet.
Rears are the same but usually not so much.
in 1991 they started to use a 3 point system in the rear.
The Front belts are slow to retract can be caused by wear on the webbing or usually dirt.
You can clean both. In the below how to, I show you how you can take the belt out, and Clean them. I suggest that you take the belts out and place them in a pillow case as the noise they make will be a tad bit loud as you can't take all the steel parts off. I doubled the amount of soap, and added a cup of simple green to the wash water…..

There are also places over here that sell or repair seat belt retractors and worn webbing using your old ones.
There is the winding spring that can get filled with dirt.
Be WARNED that it can unspool and is a Pain in the posterior to rewind. I have found that if I am careful, and Clean it with WD-40, to loosen the dust and dirt first.
spool and unspool the belts a few times, then totally remove the WD-40 with Alcohol (painters type) and spool and unspool the spring or let it wind and unwind it will get faster and faster as the Alcohol Dries. This spring was meant to be unlubricated, and any lube left will attract dust and dirt between the spring.
Most of my issues on the Cabriolet were due to the position of the cover plate rubbing the belt as when it was removed, the belt retracted fine. I suspected that it was because of it being plastic and distorting over the years.
