Fuel Pump Suspect, Please Help

im new here and i am restoring a Mk1 Golf GTi Campaign,
my first job is to get the engine all up and running.
my fuel pump isnt running….the relay clicks when i turn the key as it should do.
i have put a meter across the two terminals on the fuel pump and it is just showing continuity, zero resistance.
would you say i need a new fuel pump?

Before you fit a run the new pump check inside the fuel tank for rust/dirt (inspection hole below the base of the back seat) as you don't want that in the injection system.
Have you tired connecting up the old none working pump the other way to the battery? If the pump is just stuck it can sometimes free it up to spin.

heard these are good for the money. I un stuck a couple of mine by soaking in wd40 and alternating the wiring from the battery a few times
