Steering column spacer

Had my steering wheel off today to look over a headlight issue, I noticed the spacer may be the wrong way round. But also wonder why it has the three cut out notches as they don't seem to lock into anything in the column? 
 Does it go on with the notches facing towards engine and flat side facing back of steering wheel? 

Am I missing something that it should lock in to?
