That plastic is the external swirlpot/sump/filter that attaches to the 13 Gallon tank on the later 84.5 - 93 Cabriolets that ran CIS or digifant
Diesels on 1979-83 tanks were bottom feeders with an internal swirl pot.
The issue is that on the later Gassers were top feeders and not the bottom feeders that the early gasser Golfs.
