How is this supposed to go?

Windows
D) Goes to the window controller
C) Goes to the fuse box
B) Is missing its thing (fuse?)
A) Goes nowhere
It looks like A used to go to D but was cut, and the two wires from C to D have now replaced it.
Any idea why someone would do that?
