Rusted studs in rear arch - what are they for?

Picking up where i left off on a restoration of a mk1 rivage, about 9 years ago!
I was cleaning out the arches to check for rust (none found, which is great!), but i have come across what looks to be a stud? this is rusty (same on both sides).
Does anyone know what it is supposed to be for? (top left on inner arch pic)

If you can weld its an easy enough fix, tbh you could probably bond a stud in from behind even. Or at least for a slightly neater look inside the boot put a self taping screw in from the back, and put a nut on the outside. Worst case just need a helper to hold the self-tapper inside the boot while you do up the nut
