You car may have been repainted at some point as the stone guard on the arch looks to be body colour so you may have to be carefully removing the arch incase they painted it in place….
Might be worth going to a body shop to price up a proper repair as any quick repair at home and if you don't grind/cut out all the rust will only last a couple of years before it comes back……

Part of my master plan was to do a full respray at one point….i guess this is going to have to be done sooner than later. I use the golf as a daily and with the British weather it will only get worse…..
