look at the bottom corners at the back of both seats, you'll see the lock levers. see if these will move when you try to flick them by hand, if they wont this will be why you cant lift your tilt lever on the side. get in there with decent penetrating oil and pull till you unstick them.  generally if you have a snapped cable the handle will still move, but no movement on these lock levers.

for the rears you need to open the boot then pull the knob on the left/passenger side, then go back inside the car and pull the rubber strap on the left/passenger side to allow the seats to tilt. the strap often goes missing, but if you climb into the boot and follow the control cable from the release knob you'll find the lock lever on the seat, flick that up to allow the seats to fold then replace the rubber strap

Picture of where the cable runs to the lever which should pull up the realize the back of the seat.

One of my cables has snapped so I just a bit of wire to hold the lever up out of the way.

Hi thank you for the information, I got the back seat down just need to attach a strap.
The front seats I noticed that the reason the side levers wont go up is they are up and when I push them down they spring up slowly does that mean the cables are broke?
Cheers,

yeah sounds like you'll have to strip the seats a bit to sort the cables. make sure you get the right ones, mk1 cab are the same as pre-90 mk2 golf, but different to 90spec mk2
