Vagobond tunning pedal box help needed

Hi 
I'm trying to fit a pedal box bias to my Mk1 golf.
I'm at the stage of fitting the master cylinders, I have opted for 0.625 front 0.70 rear 0.75 clutch wilwood  and for the life of me I can't get them to fit.
When I fit the brake master cylinders the brake pedal is 2 inches higher than the clutch.
When I fit the clutch it is about 10mm pre loaded.
Also am I doing it right, I'm trying to set the bias bar level centred to begin.
Please some one help, any advice appreciated
