Did all mk1 GTI's have a rear brake pressure regulator?

I am considering to replace my 1.6 carb with a 1.8 DX or similar and plug the injector holes. In order to have the paper work approved in Norway I need to up the rest of the car to GTI specs, ARB brakes etc. most have been done already

Does anyone know if all GTI's had a rear brake pressure regulator with the bigger 17.46 mm cylinders? Mine are manually adjusted without a regulator so wondering if it has to go.
