Marker lights that stay on even with the key out and the switch off, is usually the switch.
Best thing is to replace the stalk. And Relay your head lights to remove the hi-current load off the switch.
You won't believe how much brighter they can be.
Here is a thread I started, and I have 2 versions of the relay, one with two relays One for hi, and one for low, but at the bottom I have my EVIL schematic that has 3 relays so that you can turn on all the elements in your lamps and have hi-low at same time. muahahahahahah….

You can usually buy the 2 headlight kit on ebay, just be sure that you buy one with ceramic sockets for the head light.
another fix, How to have your headlights go out when you remove the key so you never have a dead battery basically you are moving the live battery feed to the headlight switch to a switched circuit, that is one that is off with the key out.
