Pierburg 1b idle shut off valve and choke pull down unit

Hi all
Finally worked out that the engine I have fitted in my golf is the mk2/polo hz 1.05 engine and it has a pierburg 1b manual choke carb.
The problem I have is there doesnt seem to be any power to the idle cut off valve on the front of the carb theres a wire appears from the bulk head to the valve but if I unplug it and attach a bulb to it nothing happens and the valve doesnt click if I switch on the ignition and unplug and plug it back in.
I just need to know is it a permanent live power, ignition power or has it a relay somewhere. I assume the original mk1 wouldn't have this idle control valve so where would it get its power from.
Thie picture below is the wire from the bulkhead the red one with the yellow joiner onto a black wire and plug and also a picture of the idle shut off valve.

Also I have removed the choke pull down unit from the manual choke and tested it by sucking on the pipe to replicate the vacuum and it doesnt move but if I push gently on the shaft bit and suck it pulls in and holds like it should is this correct or faulty because I do have a spare one on another 1b3 carb and that one just does nothing even if I push it in just sucks air through it.
This seems odd as they usually either work or not (experience from my clippers 2e2 pierburg) this one seems to half work if you give it a bit of a nudge.

Help much appreciated.

Oh well at least I have found where the red wire goes that's joined to the black wire and connector.

Completely removed and stripped the carb at work this week, put back together, fitted to car and still no idle without the choke on allmost flat out, so does anyone know how important this idle shut off valve is.
