Anyone seen this before?
I rubbed my finger over one and they didn't go so I'm now concerned the paintwork is naff. It was near immaculate till i noticed this
Any ideas?

Bubbles under the paint would mean to me that there wasn't a good water filter on the sprayer and or the filter wasn't drained or cleaned properly and the micro water has now surfaced as Frozen water bubbles under the paint. Seen it before on my clipper wheel arches and only the arches.
Let the Sun shine on it and see if it will go away In my case and I said in my case it was done prior to me getting the car, and I ended up having to sand prime and respray correctly and 2 coats of clear the rear wheel arches, after removing them and cleaning the underside and sealing it with a hardening under coat, prior to re-spray / clear of the arches.
It could be in the clear coat, but in my case it was the paint layer.
If it turns out that the latter is your issue and you paid to have the car re-sprayed then I would ask if the sprayer warrantied the work and that you might get a re-spray for free.
After one of my cars was smacked in the front the warranty was 3 years on the paint, after about 12 months I noticed a Fish-Eye in the hood… It was repaired (full sand prep, and re-sprayed for free.).

As Brian's says, Caused by moisture in the compressed air supply when sprayed.
The only remedy is a sand and repaint.
Could you post some images so we can confirm?
