The Tach is off, if you are at 6BTDC on a Strobe light, then your Tach in Neutral should be at 750 for a manual and 950 for an automatic. When the Temp is up, and the radiator fan cycles once. Cold it should be at 1000 to 1100, warm 750 for manuals and 950 for an auto in when in park or neutral. You may need to get a DVOM that has a Rev Counter on it to get your needles to the proper position on the tach….Been there done that a time or two.
Since it looks like you took the Face Plates some one placed on the gauges faces, then you need to remove the needles and carefully replace them. The Speedo Needle as you know is pried carefully off the stud. I use a pair of curved Hemostats or Forceps on the sides of the pin to the ROUND part of the needle from underneath. I have had the Pin base come off with the needle,,,, So as you found out care must be taken.
A little 80/10 rubbing alcohol should remove the glue residue, but use q-tips or cotton swabs to gingerly remove the residue.
Here is a Snap of an unmolested Gauge set out of my Cabriolet (89) showing the rest position of the needles.
