Front mudflap clamp?

Hi, I managed to find some new genuine quantum VW mudflaps same design as the ones on the car now, only difference is the clamp is not there, the metal band is, does this mean that a diy clamp should be used? Have others done this? There are generic clamps online but keen to hear if anyone else had this issue. Pic of the current flap with clamp.

It's not one I've seen but if it works possibly a rust treatment and satin black paint. I used this link for reference in the past has year and model variants and may be of some help
