1.8t caddy cranking over but won't start

Hi in need of more help I'm really confuse I got the engine cranking over but it won't start the fuel pump primes but The injectors will not fire so I scanned it and got the code p0230 fuel pump primary Circuit so had a look at the relay 167 so this is the bit I'm confused about so pin 30 Constant 12v live 
Pin 85 I think is ecu but it got about 3v and
pin 86 is switch Live so
pin 85/86 I meant to switch the relay but it doesn't can not get any power to pin 87 but if I test it on the bench it  works fine  any idea  oh and pin 87 go to the air maf blue/yellow wire
