If you want a new VIN plate made (not saying you do) Hugh Shughy makes excellent replica's!

I would leave the VIN plate alone and mask it off.
The bolts will work but you will need to get access to the bottom of the catch so you can hold the nut while doing up the bolts so you may need to remove the grill?

I was thinking mainly out of cost as I don't have a rivet gun and will have to buy one but that's not a big deal, do you know where I can find the correct rivets and if they're the same size for all the plates on that panel? And the grill is already off at the moment anyway so that's not an issue I have enough tools to get access up there if needs bemark1gls said
If you really want to remove the plate why not pop rivet it back on once finished? The bolts will not look same.
