Increasing power / higher speeds at lower revs?

Hello again

I discussed a while ago possibly changing my gearbox to get a better top cruising speed; currently 60 mph at 3000 revs.

Just wondering if there were other modifications I could make, mainly increasing power, that could benifit my top cruising speed.

I've got a 1989 golf clipper 1.6 with a 2e2 carb. I really like the performance generally, would just like to maybe 70mph at 3000 revs without spending to much.

Does increase in power mean higher speed at lower revs?
