exhaust filler kneck help :)

Hi

 Ive fitted a new filler kneck and just noticed that there is a smalll hose that connects to the filler kneck at the top its a small hose but im not sure what its for ? It does not reach to the filler kneck could anyone tell me what is it for also does it need to be connected?

Not the lower part of the filler kneck its at the top.

What year is your car? Tin top or cabriolet? Carb or injection?
There is a couple of different things fitted from just a vent to a device which stops the fuel coming out if you roll the car.

Its hatch 1.3 5dr, oh right okayy i thought maybe its a reserve fuel or something.
