Scraper seals not tight against window

Settling In
The seals themselves don't seem all that worn / perished but they don't fit snugly against the window, how can I fix this?

I had this with new ones and ended up having to tweak the steel insert in the vice to get them to fit properly.
They won't stop all the water so its important to get the polythene door liner correct to stop water getting on the back of the door card or leaking through the vent flap at the back of the door.

Settling In
The gap between the scraper and the window is as much as 3/4mm in places I would guesstimate so I shall have a go at tweaking the insert.
Being a mk.1 Caddy the Polythene shouldn't be all that old but I'll investigate it too.
