When you say 1984 Golf, do you mean Mk1 tintop, cabby or Mk2 Golf?

I don't know what engine you have, but you mentioned "1.6 carb engine swap" as a subtitle - so is yours a carb too, or an injection engine?
Karmen - Karmann - all cabrios are manufactured by Karmann, hence the badging etc but there was always the choice of the GTI engine or a lower powered carb engine and GL (later, Clipper) trim level.

if the 1.8 carb is the original 2e2 carb then there will be a bit of extra wiring to do, if its a weber then it'll run fine on the old engine wiring. the other issue to address is the ignition system, the old one will probably be points ignition, and new one probably electronic
to tell either way look at the dizzy, a 3 pin plug is electronic, a single wire is points. you can fit the 1.6 dizzy into the 1.8 block worst case, it probably wont make much difference to the ignition. worst case give it a bit extra ignition advance
