Indicators don't work, fuse keeps blowing!

My indicators have recently stopped working.. When I indicate left or right, the indicator LED comes on, but not flashing, just constant. The indicators themselves do not come on.
When I try to indicate, fuse 19 blows.. The hazards are also fully working.

make sure all the bulbs are ok too, the fact it blows when indicatign either way though indicates (see what i did there) that the issue is wiring rather than a bulb unless somehow you have 2 bulbs on opposite sides of car gone bad at the same time

Literally, I can switch the engine off and leave it to cool down then try them and they work! No blown fuses.
Any ideas would be really helpful as I'm getting a lot of horns blown at me for not indicating!
I've already replaced the Hazard switch with no luck. Could it be the relay?

I have a 91 Cabriolet, and I'm having the exact same issue as the OP. I am having some real problems reaching the top of the fuse box however, since it sits behind the kneebar behind the lower dash cover. Fuse 19 is at the top correct? I have to sit on the ground at an awkward angle to even get a decent look at it.
What is the correct way to reach the fuse box? Loosen the screw on the bottom, and then pull it down?
Any help is greatly appreciated!

Mine has configuration like:
R = Relay, F = Fuse
R1 R2 R3 R4 R5 R6
R7 R8 R9 R10 R11 R12
F1 F2 F3 ……. F19 F20 F21 F22
Fuse 19 is supposed to be the one that controls the indicators, but this fuse is fine. I tested it with a continuity check on my multimeter.

check the black/blue wire to the hazard switch, it should have ignition live feed

Of course, I saw the sticky after I made that post
I will check the black/blue wire, thanks for that tip. By the way: why do I only have 3-4 fuses in my fuse box? Most things seem to be wokring fine, but shouldn't all the fuses be there?

they should rpetty much all be in there, you may have 1 or 2 empty slots but certainly you need more then 4! see the sticky for a list of all the fuses plus the ratings of each
So it turned out I had fuses there, but they looked totally different from the ones I bought. Changed them all out to be certain.
I opened the cover by the hazard light and pried out the switch for the hazard and the one above it. I must have shook something loose because the indicators started working as soon as I took out the hazard switch.

Now Sorted, new relay was required.
